Custom software is finally safe to commission.
AI-assisted development now lets a focused senior team deliver custom-fitted systems at a cost finally accessible to mid-sized organizations and serious public agencies. With the source code, documentation, tests, and CI/CD pipeline your team can operate, the software is yours — not your vendor's.
Why this moment matters.
For most of the last thirty years, organizations on Guam — and elsewhere — faced a forced choice. Buy off-the-shelf software at modest cost and reshape your work to fit it. Or build custom and accept the historical cost and the dependency on the vendor who wrote the code.
AI-assisted development has changed both sides of that calculation. The cost of custom software has fallen substantially — not to off-the-shelf prices, but into a range now accessible to organizations that previously couldn't afford it. And the lock-in problem is solvable, if you design for it from day one.
Every system we deliver comes with the source code in your version control, comprehensive documentation, automated tests, and an AI-assisted CI/CD pipeline your team can operate with the same tools that built it. The software is yours. The maintenance pathway is yours. We're a partner, not a permanent dependency.
AI accelerates implementation. It doesn't know what to build, or what compliance questions matter for your context. That's what we bring.
About SK102.
SK102 was founded in April 2026 by Samuel Kim, a software engineer with over twenty years of professional experience and a background in executive R&D leadership.
The work is grounded in a specific belief: that information infrastructure — the systems organizations rely on to make decisions and serve their constituencies — has become a meaningful constraint on what Guam's businesses and agencies can accomplish. Modern, well-fitted systems are no longer a luxury, and shouldn't be treated as one.
SK102 is registered in Guam (LLC-5742), based in Tamuning.
Why this matters for Guam specifically.
For most of the last three decades, building custom software was effectively out of reach for Guam's local agencies and businesses. Mainland firms quoted six- and seven-figure budgets. Off-the-shelf software was either ill-fitted to local needs or built for markets that didn't include territories. The choice, again and again, was to live with what was available — or to do without.
That has changed. The systems your organization has been told it can't afford are now within reach: grant management dashboards that surface upcoming federal program deadlines, reporting pipelines that aggregate data across agencies, the kind of basic information infrastructure that every well-run modern public organization runs on.
This is the right approach for organizations that have outgrown off-the-shelf software but don't have the in-house team to build their own — and that need a partner who is here, in this time zone, for the long term.
Software that's actually yours.
Every engagement ends the same way: with a system that works, a codebase that's documented, and a team that can run it without us.
The source code.
In your version control, under your account. No vendor escrow. No conditional release clauses.
Comprehensive documentation.
Architecture overview, runbooks, API references — written for the person who will inherit the system in three years.
Automated test coverage.
Tests that catch regressions before they ship, so your team can change the code with confidence.
AI-assisted CI/CD.
The same productivity multiplier that built the system is available to maintain it.
Real training.
Working sessions with your team, not handoff theater.
If we've done our job, you should be able to terminate our retainer at any point and have a working, maintainable system. That's the test we hold ourselves to.
Assessment first, then deliverables.
Every engagement starts with understanding how your organization actually operates.
